Abstract

This paper is based on my doctoral research work, done from the University of Delhi. At the time of independence, the level of economic development in India was too low. It was predominantly agrarian, nearly stagnant, and per capita incomes were low. After independence, the progress till the early nineties was not satisfactory from any angle and this led to serious fiscal and financial problems.
